Thirty-five states and the District of Columbia applied for the second round of Race to the Top. Alaska, Idaho, Indiana, Kansas, Minnesota, North Dakota, Oregon, South Dakota, Texas, Vermont, Virginia, West Virginia, and Wyoming did not turn in applications.  Source: Education Week’s Politics K-12
