Many states enacted legislation or changed regulations to conform to the USDE model of &quot;change&quot; and did so in anticipation of and with the expectation that federal funding would pay for these changes.

Now that only a few of the state proposals have been accepted, will the &quot;non-selected&quot; states now have to have their legislatures or state education agencies go back into a special session to &quot;un-do&quot; the changes that now would translate to another unfunded mandate that would impact state and local budgets?</description>
