    Federal funding should fill in the gap in areas where local funding falls short. Make sure all students, in every classroom, have access to highly qualified teachers, instruction that includes enrichment and exploratory lessons, current textbooks and updated technology. Keep arts and physical education in the curriculum! Neurological research shows that the brain develops more rapidly when a child engages in healthy physical activity. The research also shows that cognitive abilities develop more fully when a child receives instruction in art and music. One annual test is sufficient. Teachers should not be forced to teach to the test. They should be allowed to teach to the instructional needs of the students in their respective classrooms, so that academic standards can be mastered.
